An important case to shipmasters was heard at the Police Court, recently, at Shanghai. Tho master of the British barque Rutlandshire, was summoned by Mr. W. 11. Tapp. H.B.M.'h Registrar of Shipping, for neglecting to serve out to his crew, an ounce of limejulce per day, during the voyage from London to Shanghai. The vessel was 100 days on tho voyage, and when she arrived, eleven of the crew out of seventeen, exclusive of the captain and two mates, were suffering from scurvy; four were so bad that they were taken out of the ship, and It was expected that two of them wonld not bo able to return to her. Tho main cause of the disease was attributed to the short allowance of limejuice issued to the crew during a lengthened voyage—in conjunction with the bad quality of the water and biscuit, the deficient sanitary arrangements of the houses in which the crew were berthed, and the continual exposure of their bedding and clothing to wet during heavy weather. The vessel was well supplied with stores, including fourteen cases of limejulce; but about half of these wore brought unopened to Shanghai, only twelve ounces, instead of seventeen, having been given to the crew per diem. Ths captain's explanation was to the effect that he left it entirely to the steward to give out tho limejulce. and took it for granted that he gave the men the proper quantity. The carpenter and another man were ill before the vessel arrived in port, but the captain represented that ho did not Know their ailment; and he was astonished when the doctors told him eleven of the crew had scurvy. Mr. Mowat told him It was tho imperative {duty o£ ship masters to see that .the proper quantify of limejulce was given to tho men daily, and he could not do otherwise than conclude that he (tho captain) was responsible for the illness of the men. To deter him from being similar!/ neglectful In future, and os a warning to others, he Imposed a fine of lOOdols. and costs.—The same defendant was also fined, on the complaint of Mr. Tapp, (Mole ami costs, for not entering in the official log each case of sickness and its treatment in it occurred on board, in contravention of 282 Section of the Merchant Shipping Act, 1854.
