SPECIAL TELEGRAM. London, April 30. The area of the Lancashire strike is extending. The mill-owners have been mobbed at Preston. The weavers propose a mixed board of arbitrators, under the presidency of the Bishop of Manchester. The employers refuse to agree to this proposal. London, May 3. England assents to Austria’s occupation of Bosnia and Herzegovina. Austria refuses Russia’s advances, and acts separately. Mr. Cross, at Preston, re-affirmed that England’s policy would be in the interests of her honor. Some working men at Burnley mobbed the unionist committee, and assailed the Blackburn committee, for refusing relief during the strike to non-unionists. Two thousand men on the North British Railway struck against an increase of working hours from 51 to 54 hours per week. The Duke of Connaught’s betrothal to the Princess Louisa takes place on May 9. The Exhibition was opened to-day by Marshal MaoMahon (President) with great eclat. The opening ceremonial was very imposing. Representatives were present from all nations and several British colonies. The attendance was very great, although it was raining. The interior presented a grand spectacle. This Exhibition surpasses that of 1866.; The colonial courts are well filled, and excite much interest. Victoria is the best represented, exhibiting great progress and a multiplicity of resources. The show of wools is very good. The Prince of Wales presented the colonial commissioners to Marshal MaoMahon. Paris is filled with visitors from all parts of the world, and the streets are crowded. (REUTERS SPECIAL TO PRESS AGENCY,) London, May 1. Mr. Cross, speaking at Preston, said the Government insisted on the maintenance of existing treaties. He denied that their’s was a war policy. May 2. . The captain of the Cimbria says that he believes his men are destined to man Russian cruisers in the Pacific.
