UNEASY FEI6 LING IN ROUMANIA. DEATH OF BISHOP SELWYN. SPECIAL TELEGRAMS. London, April 30. An extensive fire has occurred on the premises of Nelson and Sous, publishers, Edinburgh. April 11. Bishop Selwyn, formerly of New Zealand, died to-day. Madame Rachael has been sentenced to five years’ penal servitude. Gortohakoffs note has arrived. : He leaves the Congress question open, and reiterates that each of the Powers has full liberty of appreciation and action, and claims the same for Russia. There is great uneasiness in Roumanla in consequence of the concentration of Russian troops, chiefly artillery, at strategic positions between Giuvgevo and Bucharest. These movements foreshadow the fulfilment of the threat to disarm the Roumanian army. <REUTER'S SPECIAL TO PRESS AGENCY,) Singapore, April 12. The speech of the First Lord of the Treasury is regarded at St. Petersburg with disfavor. The Russian troops are nearing Bucharest. Regarding the Congress Prince Gortchakoff says he can only repeat his previous statement, leaving the Powers liberty of appreciation and action.
