(REUTER'S SPECIAL TO PRESS AGENCY,) DERBY ON THE TREATY OF PEACE. THE CONFERENCE. WOOL SALES. London, March S. Derby, in replying to a question, confirmed the announcement of a European Conference at Berlin, for holding which Austria opened negotiations on the basis proposed by England, fie added that the British Government asked that the whole treaty of peace between Russia and Turkey should be submitted to the Congress. In the course of a long debate Derby said that although the treaties of 1856 and 1871 had now virtually ceased to exist, still they must be held binding until Europe sanctioned a substitute. He hoped the Conference would effect a European, not Russian, settlement of the Eastern Question. The latter would involve difficulties, the issue of which was uncertain. Consols, 95J:; bank and market rate of discount, 2 per cent. Wheat is still unchanged. Tallow dull. Australian and New Zealand securities unchanged. Since the opening of the wool sales 65,100 bales have been offered. The biddings were strong throughout. Inferior qualities slightly in favor of buyers. London, March 9. The Turkish indemnity is fixed at one. thousand four hundred and ten million roubles; certain territory in Armenia to be taken as representing one thousand one hundred million, the balance to be paid in money.
