SPECIAL TO MELBOURNE ARGUS. London; March 5. The Colonial Office propose to appoint a committee of naval and military officers to determine a plan for the defence of coloniap ports. (REUTER'S SPECIAL TO PRESS AQKNCYJ London, March 4, The Secretary of State for War, in presenting the army estimates, said the army was in excellent condition. The regulars number 110,000 men, and the auxiliary forces 400,000 AUSTRALIAN NEWS. Melbourne, Wednesday. The Assembly adjourns to-morrow till the 9th April. The intercolonial boat race was won easily by Melbourne. Time, 23min. 9sec. Melbourne, Wednesday. The Council met to-day and received petitions praying them to maintain their privileges. They afterwards adjourned for a week. In the Assembly Berry gave notice of a resolution for the reform of the constitution. He proposes to replace the Council by an Upper House. Lyell made a personal explanation of his effort to effect a compromise. He read a memo, which promised the simultaneous action of both Houses in sending up a proper Appropriation. Bill. Berry will tomorrow propose that the House adjourns till the 9th of April.
