SPECIAL TELEGRAM. London, February 10. The Porte refused a firman to the British fleet to remain at Stamboul, on the grounds that the Russians would occupy the city. The armistice is terminable in three days. It is rumored that the terms of alliance between Turkey and Russia are that the latter should assume a protectorate. Russia has suggested a conference at Brussels or Lausanne. There has been a disastrous fire at Tientsin. Two thousand were killed. The steamer Metropolis has been wrecked on the coast of Carolina.
