(REUTER'S SPECIAL TO PRESS AGENC7.J LATEST WAR NEWS. INTERVIEW BETWEEN RUSSIAN AMBASSADOR AND E \RL DERBY. London, February 16. Earl Derby had an interview with Sohouvaloff, and expressed a hope that no Russian troops were moving towards Gallipoli, whereby communication with the British fleet might be threatened. Derby said the consequences of such a movement would be most serious. He must decline all responsibility for such consequences. Melbourne, Monday. The Governor in a speech at the Ballarat Exhibition banquet, said he had no further light to throw on the crisis. He expressed his intention of observing a strict neutrality in politics. He would not do for Mr Berry what had been done for Sir James McCulloch. Steps are being taken to place the defences of the port of Melbourne on a satisfactory footing. The Victorian Ministry are considering what course they will pursue in the event of an adverse decision by the Imperial Government.
