(REUTER’S SPECIAL TO PRESS AGEXCYJ London, February 5. : Most of the signatory Powers to the Treaty of Paris have accepted the proposal for a European Conference at Vienna. Russia claims the cession of Roumania and Bessarabia. Roumania refuses- to agree to this. The question of the war indemnity from Turkey is still unarranged. A new Turkish Ministry has been formed. Melbodhne, Thursday. Mr. Berry’s motion, to pay money on a vote of the Assembly alone, without an Appropriation Act, was carried on a division by 52 to 23. Inferior Civil Service officers may expect re-appointment, but not the higher officers. No further dismissals are intended. It is rumored that the Council will take up the Payment of Members Bill, and pass it under protest. The Assembly has adjourned till Tuesday, The Ministry hope in the meantime to receive an approving telegram from the Home Government.
