(REUTER’S SPECIAL TO PRESS AGENCY.! London, December 20. Todleben has been appointed Commander-in-Chief o£ the army of the Czarewitch, who returns to Russia. The Times says England is as well able to maintain her rights as when she alone withstood the forces of the first Napoleon. December 21. London papers, except The Times, agree with the Ministers’ demand for a vote for military preparations. Fresh Russian troops are being mobilised at Warsaw. The’ Assam left Galle on the 15th. The Tanjore arrived on the 15th. AUSTRALIAN. Adedaidb, December 21. Parliament is prorogued. The Governor in his speech said the labors of the session had been exceptionally important. The measures which had been sanctioned would improve national education, increase facilities of communication by extension of railways, and other important works tending to the progress of the colony would now be prosecuted. The Bill consolidating the lands laws would give increased security to persons engaged in squatting, mining,' or agricultural pursuits. The Governor congratulated Parliament on their exercise of mutual forbearance, by which disputes in both Chambers had been satisfactorily adjusted. Recently the prospects of the colony had greatly improved, and there were many evidences of her material wealth.
