Sir,—l and many others agree with Mr. Fisher that the report of the Reorganisation Committee was hurried through the Council with unnecessary and unjustifiable haste, and that those Councillors who had never see .1 the report should have had an opportunity of making themselves familiar with its contents. —I am, &c., H.
