TO THE EDITOR OF THE NEW ZEALAND TIMES. _ Sik,—ln order to prevent any misapprehension, I beg to say that I drafted the Municipal Corporations Act, 1877, at the request of the City Council, and introduced it as membsr for the city ; —that I do this without any charge to the Council.—l am, &c, \vm.
