PARLIAMENT.

LEGISLATIVE COUNCIL, Thursday, September & PETITION. A petition was presented by the Hon. Mr. Campbell from certain residents of the Mans* watu District. REPORTS. The Hon. Captain BAILLIE brought up an interim report of the Sub-House Committee, relative to the advisability of adopting certain precautionary measures against fire. AUCKLAND GRAMMAR SCHOOL SITE BILL, A message was received from the House o£ Representatives covering the above, which was read a first time and ordered to be printed, its second rsading being made an order of the day for Tuesday next. MOTIONS. The Hon. Colonel WHITMORE moved,— That a return be laid on the .table, showing the balances in hand of all the road boards in the colony as nearly as can be ascertained, on the first day of July last. — The Hons. Mr. Acland, Colonel Brett and Mr. Buckley moved additions and amendments to this motion, which was subsequently carried in the fellowing amended form,— That a return be laid on the table, showing the balance in hand of each of the road boards in the colony, as nearly as can be ascertained, on 31st. March last; and also the rateable value of the property of the several road districts, to include also any balances in hand in counties where there are no road boards, such as Waimate, in Canterbury. The Hon. Colonel WHITMORE moved,— That it is desirable that the Arms Act be further amended this session, so as to give greater facilities to Europeans who may require to obtain ammunition or to repair arms for legitimate purposes.—The motion was negatived on the voices. PORT CHALMERS WATERWORKS ACT AMENDMENT BILL. The Hon. SirF. D. BELL moved the second reading of this Bill, but after a short discussion, the debate on the subject was adjourned. NATIVE RESERVES AMENDMENT BILL. On the motion of the Hon. Mr. MantelE, this Bill was referred to the following select committee: —The Hons. Messrs. Ngatata, Bonar, Buckley, Paterson, Captain Eraser, Dr. Pollen, and the mover; the committee to report in one week. DESTITUTE PERSONS BILL. This Bill was further considered in committee, reported to the Council with amendment*, and its third reading made an order of the day for Tuesday next. TIMARU MECHANICS INSTITUTE BILL. This Bill was committed, but progress was soon reported, leave being obtained to sit again. The Council then (at 4.45 p.m.) adjourned. Friday, September 7. PETITIONS. A petition- was presented by the ; Hon, Colonel Whitmore from the Patea County Council, praying that the New Plymouth Harbor Board Bill be set aside.—The petition was read. PAPERS AND REPORTS. Various papers were laid on the table by the Hon. Dr. POLLEN. —The Hon. Mr. BONAB brought up the report of the Waste Lands Committee on the Himatangi Crown Grants Bill, —The report of the Joint Committee on Private Bills was presented by the Hon. Major Richmond, and the Hon. Captain Baillds brought up an interim report of the House Comitteee, which was read. HIMATANGI CROWN GRANTS BILL. # The Hon. Dr. POLLEN moved, and it »M carried, that this Bill be committed on TnM« day next. FOREST TREES PLANTING ENCOURAGEMENT BILL. On the motion of the Hon. Dr. POLLEN, tins order of the day was discharged, and the Bill withdrawn altogether, 1 NEW BILL. The Hon. Dr POLLEN obtained leave to introduce a Bill intituled .an Act for' establishing a Court of ultimate appear within the colony from the decisions of the' Native Land Courts thereof.— The Bill was then read a first time, ordered to be printed, apd its second reading fixed for an early date. The Council then (at 2.45 p.m.) adjourned.
