The Economist praises the Bill. ;■ Bombay, August 15,1.5 p.m. The Queen’s Speech at the prorogation of Parliament declared foreign relations to be friendly, but regretted that the efforts of her Majesty’s Government to maintain peace in Europe had been unsuccessful. It was the intention of Government to preserve, neutrality so long as British interests remained unaffected. ! The extent and nature of these interests had been defined in a diplomatic note to Russia, which had elicited a friendly reply. Efforts will be made when an opportunity occurs to restore peace in terms compatible with the honor of the belligerents, and the general safety and welfare of other nations. If during the contest British interests should be assailed or endangered, her Majesty relied with confidence on the help of Parliament to vindicate and maintain the national rights.

The orderly in charge had his head and feet lashed to a post, with a rope round his neck, and his head in a hag. He was nearly killed. Two of the Chinamen have been arrested.
