[The following telegram was received at the New Zealand Times office, at ten minutes past three o'clock this morning];— Singapore, August 1-1, 4.10 p.m. Sulieman Bey has taken the offensive and has crossed the Balkans. - There is much sickness in the Russian army. London, August 12. Russia has tried to obtain sanction for the passage of her troops through Servia.- , It is reported that Austria has refused her sanction. The Russians have renewed offensive operations in Asiatic Turkey. Their first attacks have been repulsed. The Russians have evacuated the Balkan passes. ‘ , ' The Turks have occupied Rambogaz and Querditch. Sulieman Pasha has received reinforcements, and is now endeavoring to co-operate with the commander of the forces in Bulgaria. Sir Stafford Northcote stated ; in the House of Commons that the British policy was strict neutrality, subject to contingencies. It is rumored that France is likely to be placed in a state of siege shortly, to curb the Radical demonstration. Athens favors war. Melbodknb, Tuesday. Arrived ; Ringarooma, from the Bluff. The Arawata sails to-morrow for the Bluff.
