THE SIEGE OF KARS RAISED. TURKS ASSUME THE OFFENSIVE IN ASIA. RUSSIAN REINFORCEMENTS ADVANCING BY FORCED MARCHES. BOMBARDMENT OF SEBASTOPOL. THE RUSSIANS ADVANCING IN EUROPE. THEY CROSS THE BALKANS. AND CUT THE RUSTCHUK-VARNA RAILWAY. (REUTER’S SPECIAL TO PRESS AGENCY.) [The following telegram was received at the New Zealand Times office at five minutes past three o’clock this morning];— Singapore, July 19, 4.36 p.m. The Russians have raised the siege of Kars. Mukhtar Pasha and the Governor of Kars are preparing to attack the army which has recently been investing the city. In the meantime Russian reinforcements are proceeding by forced marches towards Turkish Armenia. Turkish frigates have bombarded Sebastopol. In Europe eighteen battalions of the Russian army have crossed the Balkans and arrived unopposed at Alnisiphra (?). A part of the Russian advance on their left has got to Rasgrad, thus cutting the railway line between Varna and Rustchuk.
