THE GOVERNMENT AND THE DRAINAGE SCHEME.

The following was omitted from yesterday’s report of the proceedings of the City Council owing to want of space:— “ The Mayor’s Office, “ Wellington, June 19, 1877.

“Sir, —In reference to the memorandum from Dr. Lemon, suggesting the probability of injury to the submarine cable in Lyell Bay from the proposed deposit of city sewage there, (a memo which you were good enough to forward to me), 1 have the honor to state that I Bent the same to Mr. CUmie, the engineer in charge of the city drainage, for his remarks thereon ; and these remarks I now enclose for your consideration. “It is just possible, in consequence of the large demands made by Mr, Crawford, who owns the land at Lyell Bay, that it may be necessary to change the outfall of the sewage to the vicinity of Island Bay; but whether there or at Island Bay it is of importance to the Council to be assured that the Government will not oppose any obstacle to its drainage operations as regards discharge into the open Sea, and it would be a favor if such an assurance were given before the Council entered into any permanent arrangements in this respect. May I, therefore, hope for a speedy reply on the point which has unexpectedly cropped up. ... “There is another matter in connection withour drainage scheme to which I desire respectfully to ask your attention. The City Council, subject of course to Government approval, have appointed Mr. Blackett consulting drainage engineer, I should be glad to learn we have the authority of the Public Works Department to take Mr. Blackett’s advice on sundry matters at the outset. —I have, &c., “-William Hutchison. “ The Hon. the Colonial Secretary,
