It is semi-officially stated from St. Petersburg that the Russian Ambassadors from London, Berlin, and Vienna are returning to their respective embassies, not charged with any special negotiations, but only with instrucions to re-assert the assurances given by Russia prior to war. In the House of Commons last night, Mr. Bourke said that he believed the Powers interested could not concur with the action of England. Sir Stafford Northcote stated that the Government had no desire to impose belligerent rights, its only object being to protect the Suez Canal.
