The meaning of the telegram published by us yesterday morning, stating that Lord Derby, for the British Government, refuses consent to the neutralisation of the Suez Canal, may be found by reference to another telegram, published in the New Zealand Times of May 9, and running as follows;—“Sir Stafford Northcote, in replying to a question, said England was unprepared to consent to the exclusion of war vessels from the Suez Canal, but would take steps to protect the canal.” It is difficult yet to say whether the question here involved is that concerning which the Russian Ambassador has taken a note to London. We were told that this referred to a problematical occupation of Constantinople ; but this may have been a mere rumor. It may be, and indeed is most likely, that both the neutralisation of the Suez Canal and the possible future occupation of Constantinople are questions at issue. The former question, it may be apprehended, means this; that England will not permit warlike operations, such, for instance, as an attack bn Egypt, to affect the Suez Canal ; or he carried ,on by its assistance in its neighborhood ; or so as to threaten its freedom of navigation. At the same time England we may be sure will reserve to herself the right to use the Suez Canal in case of anything affecting India. _ In other words, England is master of the situation, knows it, and acts in her own interests and those of the general welfare of Europe,

In connection with the payments!, there were only two scrip deposits of £3O each, for suburban sections in the Palmerston District, upon each of which £lO cash was paid. As additional regulation under the Electric Telegraph Act of 1875, which will be fouud of great convenience to a large section of the public who utilise the “ wires ” iu connection with business, has been made, and appeal s in a Gazette published on Thursday : —“ On and after the Ist day of July next the presenter of a telegram marked ‘Urgent,’ upon payment of double the ordinary rates for private telegrams, shall be entitled to have such telegram transmitted and delivered before all telgrams paying only single rates. Every such telegram shall be transmitted in the order of its reception as regards other telegrams of its own class. The repetition of every such telegram shall bear the same charge as an original telegram of its own class.”
