London, May 7. The Earl of Derby’s despatch repudiates the arguments iu Prince Gortchakoff’s circular, and declares that the Czar by bis action violates the treaties of 1856 and 1861, separates from concerted action with the Great Powers, and departs from the rule to which he himself consented ; and that since Russia assumesto act iu the interest of other Powers, England declares that she cannot concur in or approve of the decision of Russia. Russia declines to make any reply to the despatch of Lord Derby.
