Allow me to offer'my " decision iind" the rules upon which I base the merits, viz.:—lst. For architectural excellence ; 2nd. For arrangement of plan~and construction ; 3rd. For the best natural, light and ventilation; 4th. For economy.and.Ukeli- ; hood of being executed for the stipulated'sfini; sth. For the beat in point of■ general merit. Having carefully examined the various plans, j I have come to the -following decision. Fair Play, Con Amore, and Stet; 2nd. Fair Play, Con Amore, Stet, and Q.JS.D.; 3rd. Fair Play; Con Amore, Stet ; 4th. Fair Play.St'et; sth.
