Electoral Notices TO THE ELECTORS OF THE CITY OF WELLINGTON. GENTLEMEN, —As Mr. Pearce hasaoif definitely expressed his intention to resign Ms seat for this city, I now address you as a ear;didate for election. My views on matters more immediately affecting the colony are as follows : I am not an opponent of the present Goveasment, and should willingly assist them in usasing any measures tending to good and econe~ mi cal administration. I believe that many of the errors whiah occurred in the legislation of last session wetscaused by the embarrassment to which theGovernment were subjected by members of n. party with whose views and proceedings I barsno sympathy. I should utterly oppose any attempt to ds» member the colony, the unity of which is, in mj opinion, essential to its permanent welfare. I am prepared to support the extension ssf the Public Works scheme so far as may be requisite for bringing productive outlying districts into easy communication with the centres of population, this being, as I conceive, . best means of promoting the progress of tbscolony. The laws of the colony admittedly require revision and simplification, and I should &nj)» port any measure for giving effect to this object. I think the Civil Service Regulations need amendment. The temptation which now exists to exercise patronage for party ends ought to be removed. Indeed, Government itself should be protected against the impactl- - of those who urge the exercise of patronage as a reward for political services. With regard to the interests of this city mj views are as follows ; Whilst its position and its noble harbcu must necessarily secure for it a considerable measure of prosperity, that prosperity wouM be-very largely increased were the construction of the railways intended to connect it with the country districts pushed on and completes with rapidity. I believe the resources 6f this provincial district would amply warrant thsexpenditure necessary for that purpose, and 3 should unhesitatingly urge it upon the Goveeb> ment. There are many matters connected with themunicipal interests of the city which could ha. usefully brought under the consideration of tbsAsaembly, and I should be happy to give tbsEj my best attention. In all matters in which the interests of tbscity are concerned I should be willing to mesb you during the sessions, in order to hear yorsiviews in public meeting; but I should decEcs to occupy the position of a mere delegate. I regard it as a public loss that railway lines, such as tba>from Wellington to Masterton, should uoi have been pushed on more expeditiously Hr the past. ■ The group of Local Government Acts whiab became law in 1876 are essentially s<>uhd sa. principle. They preserve the true tradition cl British liberty ; but having been : factiopaly opposed in their progress, and ultimately passed in haste,; the Acts themselves require amendent in detail.
