Terms of a treaty of peace have been arranged between Servia and Turkey, the basis being the status quoante helium and evacuation of Servia in twelve days. The Servian House of Representatives ratified the treaty. Prince Milan receives a new firman. Montefiegro is still treating, and the armistice is prolonged to the 20th March. The rumors that the crossing of the Pruth by Russian forces was imminent are denied at St. Petersburg. The future movements of Russia depend upon the replies of the other Powers to the Russian circular respecting the results of the Stamboul Conference. The Times telegram reporting the intended demobilisation of the Russian army is incorrect. The Powers still delay replying to the Russian circular. They are unwilling to agree to joint action or continuance of isolated action of Russia. The Croatians refuse to send deputies to the Turkish Parliament. General Hayes is returned by Oregon, and receives the South Carolina vote.

At the wool sales this week there was fair competition. About a third of the stock to hand sold, foreigners are taking the bulk. Home buyers operated cautiously.
