(REUTER'S SPECIAL TO PRESS AO ENG 7.) . Loudon, February 8. The peace negotiations which have tor some time been going on between the Porte and Servia and : Montenegro are now suspended. Wheat is declining. ? f February 9. Granville urges unity of action between the European Powers, with the view of coercing the Porte into acceptance of their proposals. The' Duke of Argyle and the Marquis of Hartirigton accuse the Government of changing its policy. Hartington says that Salisbury deserves the thanks of the country for restoring the entente cordial between England and Russia, and for having made Turkey understand her relations towards England and other Powers under the treaty of 56. February 11. The Russian Press considers it is needless for the Czar to make war upon Turkey, whose fall will be quicker from international anarchy than from any foreign attack. The imposition of a land tax has given rise to serious riots in Japan.
