Col. Whitmore, who-induced other members’ tovote;.for the restricted powers, was not present. One.;argument' used for rescinding the former • resolution was, , that in case; of, heavy floods, there would be no one to. care for'the bridges, some of- which would almost assuredly be carried away. ' It has been raining incessantly- since yesterday morning. The rain came down intorrents about two . o’clock this morning, with thunder and lightning. ' The railway is all right, but the country about Taradale is much flooded. The weather seems’clearihg up now. ; The'Waipawa County Council resolved yesterday to take the full powers granted by the Counties Act. ./

■ A gale is blowing in the Strait. The s.s. for Nelson, had to put back, and is now lying under shelter off Gape Egmont. ~ , Hokitika, Friday. ; Several cases of scarlet fever have occurred during the last two or three days, two cases proving fatal. Oamabu, Friday. A large dam outside the municipal boundary, threatens the destruction ef a large portion of the town property and. thei railway embankment and a serious loss of life through its probable bursting. A considerable amount-of anxiety is felt by the residents. The municipality has no power to act, nor the County Council apparently. 1 Mr. Campbell, the Chairman of of the Council, is in communication with the Minister for Public-Works-on the matter. Another flood may carry the dam away. - The municipal engineer states that: the i dam contains 100,000 tons of water. It appears that the Attorney-General is the proper.authority to proceed by indictment against the owner of the dam. Christchurch, Friday. Great opposition to Carruthers’ drainage scheme is shown by the ratepayers. Public meetings are to be called in seveal parts of the district to protest against it. The cricketers selected to practise at the, forthcoming English Eleven match - are— Ashby, Alpe, Corfe, D’Emdeh, J. Fowler, E, Fowler, Fuller, C. Frith, E. Frith, Godby, Leach, H. W. Moore, ,T. At a meeting of the Taieri County Council yesterday it was resolved to bring the whole of the Counties Act into operation. The total valuation of the county is <£l2-1,535. It was decided not to allow the Chairman any salary. A case involving a breach of the Oyster Fisheries Act was heard at the Police Court yesterday, and dismissed,- on the ground that neither defendant nor his servants had any knowledge of the receipt of the oysters. - A formal trawl of - the Harbor Board dredgetook place this afternoon in-the presence of alarge number of leading citizens. Mr. Blair, .district engineer,’said that the dredge would; compare favorably with any one on the Clyde,, and worked most satisfactorily.; The Government have abandoned the idea of converting the Provincial Council Chambers into a Supreme Court, as Judge Williams reported against their suitability-
