(REUIERS SPECIAL TO PRESS AGENCVJ London, February 4. The Porte agrees to negotiate with Montenegro on a basis of the status quo, with cession of certain territory. The agreement of the Porte with Servia is doubtful, owing to the v Turkish demand for a guarantee. A Eussian circular has been issued, expressing the desire of Russia to maintain the European accord, and asks, before stating her decision, what course the Powers intend pursuing in view of the Porte's rejection of their demands. A numerously attended meeting on the Eastern question was held preparatory to the opening of Parliament. The Conference is generally approved. The Liberals censure the earlier policy of Beaconsfield and Derby; but it is not expected that any attempt would be made to overthrow the Government. Such a course would be unpopular, and not likely to succeed. Sydney, Tuesday. Baker has. accepted the portfolio of Minister of Lands. Nothing except the mails and passengers were saved from the steamer Singapore. j Melbouene, Tuesday. Sailed—Ringarooma with the New Zealand and Suez mails. ..
