It is satisfactory to -find that there is ■an increase.uponlthe r.whole,. .though.it is more apparent than real, as the increases under the heads -of stamps, postal, telegraphic, judicial, &c., are the results of, or must be followed by, to a certain extent,, increased departmental expenditure.
