(RKUIER'S SPECIAL TO PRESS AGENCY Sidney, Saturday. The City of Sydney sailed yesternight. London, December 14. At the first Conference of Representatives of the European Powers, held on the 12th inst. at Constantinople, General Ignatieff, the Russian Envoy, was elected president. A conciliatory disposition was manifested on all sides. The proceedings are conducted with closed doors.

The French Ministry has been remodelled with Radical members ; M. Simon as Premier and Minister of the Interior, M. Martha as Minister of Justice. The other members of the Ministry remain the same. There is a serious disagreement between the President, Marshal McMahon, and the Representatives on the left.
