CAPTAIN LOGAN'S GRIEVANCE.
TO THE EDITOR OF THE NEW ZEALAND TIMES. Sir,—My attention has been called to a letter in your issue of yesterday, signed " Thomas Logan, Master s.s. Hero." I would not have taken any notice of this letter had it- not been that the writer wrongfully accuses his Excellency the Governor of instituting the proceedings which were taken against the Hero for a bieach of the Passenger Act. The action was taken at the instance of the department, in accordance with my general instructions, and I am solely answerable for what Captain Logan calls "gross injustice." Allow me to assure Captain Logan and others who may disregard the enactments which provide for tho safety and comfort of the travelling public, that so long as I have the honor to be at the head of the department I will, to the best of my ability, insist upon effect being given to the spirit of the law for the protection of life and property at sea, as also to insure the comfort of the travelling public.—l am, &c, William 11.
