The debate on the Abolition of Provinces Bill will be resumed to-day, and may be expected to extend over the week, —possibly into next week ; a dreary waste of words. Yet we fail to see how the debate can be shortened. The Government measures challenge criticism, and it is only by a full and exhaustive debate in the Legislature that the country can come to understand the bearings of the Bills under which the Constitution is to be changed, and permanent provision made for local governing bodies. Mr. Rolleston, we understand, will speak to-day ; in all probability Mr. Bowen will follow in reply. As we have said, however, there is no immediate prospect of a termination of the debate.
