THE NEW ELECTORAL BILLS.

QUALIFICATION OP ELECTORS. The new Bill provides the following additional qualification of electors : —“ Every male person of the full age of twenty-one years, not subject to any legal incapacity, if he shall be a natural-born or naturalised subject of her Majesty, and if he has resided in New Zealand for twelve calendar months next before the last registration of electors, and in one and the same electoral district during the said period of twelve calendar months, shall, if duly registered, be entitled to vote at the election of a member or members for such electoral district.” This new qualification, it is provided, is in addition to and not in substitution of existing qualifications. Upon the coming into force of the electoral rolls for 1876, the Miners’ Eights Representation Acts shall be repealed ; the rights to vote under those Acts are, however, to hold until the time named. The Act is not to apply to Maoris during the continuance of the Maori Representation Acts. SUPPLEMENTARY ELECTORAL ROLLS. Under this Bill the Governor will appoint registration officers, to form lists of voters claiming under the Qualification of Electors Act, 1875. The registration officers shall attach these lists to the existing rolls, and they shall form part of the electoral rolls of persons entitled to \ote at any election which shall take place between the time of being so attached and the first day of September, 1876.
