TO THIS EDITOR. Sir, —In your issue of the 7tli inst., you report Mr. Andrew to say in the Provincial Council that he hart that morning received a letter from the country, congratulating him on his admirable reply to the Superintendent’s speech, and at the same time asking him to pay his education rates. I applied to Mr. Andrew for his education rates a week prior to the publication of his reply. I could not have congratulated Mr. Andrew on that account, as I consider his reply to his Honor's speech not only an insult to the Superintendent, but to the Council, and also to his constituents. —I am, &c., Robert La^gdon.
