If elected, I promise to devote my best attention to the interest of the City, and the T« Aro Ward in particular. I am, Your obedient servant, ANDREW YOUNG. 'IvO THE RATEPAYERS OF THE 1 WARD OF TE ARO. Gentlemen, —'At the request of a number of my former supporters, I am again a candidate for the representation of your Ward in the City Council. It baa been objected to'my fitness for the Council that I have been so short a time in the colony, and am unacquainted with your wants. I am, at all events, cognizant of many abuses existing in the government of the city—abuses which I have not shrank from exposing, and some of which have been removed. I object to Councillor George’s proposal to double the rates for five years ; and I aho object to the current year’s rates being expended in the formation of new streets and works, which should be done from a Capital Account, the payment of which should extend over a period of fifty years. Future ratepayers will reap the benefit of their formation, and should help to pay the piper. - The scavengering of the city should be done by contract, a special rate being made to defray the cost. The draining and sewering is of paramountimportance, and require immediate attention on the part of the Council. ■ Your Ward is entitled to further representation in the Council, and should be divided into two, with three members for each ; and I shall, whether elected or not, take steps to effect such division. Uniform rating, economically and fairly expended among the different Wards, is the platform on which I stand, and, if elected, I shall stick to my colors.
