T WILLIAM FITZHERBERT, SuperJL , intenclent of the Province of Wellington, by virtue of the powers conferred upon me by “Ths Local Boards Act 1873,” do hereby proclaim and appoint that a meeting of persons qualified to vote for “The Lower Hutt District," under the said Act, shall be held at the Mechanics’ Institute, Lower Hutt, on Monday, the 21st day of September, 1871, at 12 o’clock noon, for the purpose of electing five persons to constitute the Board of Commissioners for the said District. And, further, I do hereby appoixrt Ebonezer Baker, thq.-Returniug Officer, at such meeting for the election of Commissioners aforesaid. By His Honor WILLIAM EITZHERBERT, Esquire, G.M.G., Superintendent, of the Province of Wellington, in the Colony of New' Zealand. WHEREAS by an Act of the Provincial Council of the said Province of Wellington, Session XXIV., No." 5, intituled, “ The Local Boards Act 1873,” it is enacted that it shall be lawful for the inhabitants of any locality in the Province of Wellington, exclusive of the inhabitants of the towns of Wellington and Wanganui, to apply by petition to the Superintendent of the Province, praying that in such locality a Board of Commissioners may be appointed with the several powers and authorities given by the said Act, and that on receipt of any such petition, the Superintendent of the said Province may issue a proclamation declaring that the provisions of the said Act shall come into force yvithin such locality, and that such locality shall thereafter bo termed a district, and whereas a petition has been received by me from the | inhabitants of a certain part of the Lower Hutt District, signed by the required number of inhabitants, praying that the land contained within the boundaries described in the Schedule hereto may be constituted a district under the said Act. Now, therefore, I, William Eitzberbert, Superintendent of the said Province of Wellington, do hereby proclaim and declare that the block of land described in the Schedule hereto, shall be, and the same is hereby constituted a district under the said Act, and that the said district shall be called, and known as “ The Lower Hutt District,” and that the provisions of the said Act shall come into force within the said “ Lower Hutt District,” from and after this date. ' Bounded towards the North by part of Section No. 37, granted to Leonard Young, and. across a public roadj by section No. 46, by section No. 26. and across a public road, by the southern boundary of section No. 19, and by section No. 75 and the production of. the southern boundary of, the said section across the river Hutt to’ section No. 31 ; towards the Southeast by section No. 46, by sections Nos. 26, 30, 33, 30, and 39, and across the public road between sections Nos. 36 and 39, by sections Nos. 19, 23, and 27, by the Awa'Hotu river, being the boundary of part of section No. 12, granted to T. Erethey, and by the Southeast boundaries of parts if sections Nos. 12 and 13, granted to Hart Tidy, and their production across a public • road; towards tho South, by the southern boundary, of section No. 12 and its production westerly to the Okoutu River, by the north side of a public road between sections Nos. 9 and 17, by section No. 17, and by section No. 20, as far as it forms the south side of the Hutt main road ; towards the south-west by the River Hutt, towards the west by the Okoutu River, and by the western side of a right of way through section No. 21 ; and towards the north-west, by the Belmont Road, by the western Hutt road, and by the River Hutt. ' PROCLAMATION. . Ey His Honor WILLIAM EITZHERBERT, Esq., C.M.G., Superintendent of the Province of Wellington, in the Colony of New Zealand. WHEREAS by Clause 84 of the Act of the Superintendent , and Provincial Council, shortly intituled “ The Highways Act, ! 1874,” it is enacted that it shall be lawful for the Superintendent to proclaim the following clause to be in force in any Highway District on receiving an application from the Board of Wardens of a Highway District, viz. “Whenever it shall appear to the satisfaction of any Highway Board that the weight carried on vehicles having the breadth of their wheels of less; than five inches requires to bo restricted, the Board may, by notice posted in the district, or by advertisement inserted at least twice in some newspaper circulating in the. district, give notice that all such vehicles will be subject to a penalty of not less than one shilling per hundredweight, or fractional part of a hundredweight so carried above the weight of one ton livo hundredweight on two wheels, or two tons ten hundredweight on four wheels, and that such penalty shall be recoverable at the suit of the collector or other agent appointed for that purpose by the Hoard : Provided for the carrying into operation of this clause the Board, shall be empowered to take such steps as to them shall appear necessary for ascertaining the weight of any load, and no liability or damage shall accrue for any necessary delay in ascertaining the said weight. And whereas application has been made to me on behalf of the Wellington Highway Board, that the said clause may be proclaimed in force in tlio Wellington Highway District. Now therefore, I, William ■' Eitzherbert, Superintendent of the Province of Wellington, do hereby proclaim and declare that the said clause as above recited, shall bo and be deemed to bo in force within tho boundaries of the said Wellington Highway District on and after Monday, the seventh day of September, one thousand eight hundred and seventy-four. .
