CITY COUNCIL.

Tbe ordinary fortnightly meeting of the City Council v.'aa held in the Provincial Buildings yesterday, at 4 p.m. Present : The Mayor, Councillors Dransfield, Moss, Buijett, Raiuie, Mills, Krull, Greenfield, and McKirdy. The minutes of tho previous meeting were read and confirmed. DEPUTATION. Mr. Buchanan, on behalf of the Trustees of the Basin Reserve, waited on the Council to urge that a sum of £IOO of the Town Belt Rents Fund should be devoted towards the improvement of the Reserve. It was thought that some £IOO or £l5O additional might be raised outside, and this, with the £IOO asked from the Council, would enable some verymaterial improvements, to the ground as a public recreation one. Mr. Buchanan explained that by a resolution of the Council the trustees were entitled to £25 per annum towards the improvement of the locality in question, but that sum had not been received yet for the present year. After some little discussion it was resolved, on the motion of Councillor Mills, —That a vote of £IOO be passed, out of the Town Belt Rents Fund, for the purpose requested, to be paid over as required ; such vote to include the sum of £25 already due. correspondence. The outward correspondence was read and approved. The following inward correspondence was then read- -. From the Manager of the Gas Works, relative to street lighting. Instructions given to the Lighting Committee to see the regulations in this matter strictly earned out. From W. J. Jackson, on the water rate, complaining of the charges. Councillor McKirdie moved, —That the water rate, as fixed, be adhered to, Mr. Moody, who was present in the room, here came forward to address the Council, when Councillor Dransfield rose and moved that Mr. Moody should he removed from tho room. He thought that persons who interrupted the Council.in such a rude and disorderly manner should receive some check, and the dignity of the body he upheld. He thought it tho duty of the Mayor to order the removal of Mr. Moody. T The Mayor called Mr. Moody to order, and requested him to sit down. The ruling of His Worship was immediately observed. Councillor Eainie then seconded Councillor MoKirdy’s motion, which was carried. From Mrs Monntier, relative to a drain in Wingfield Street. Referred to the Surveyor. From J. Lawson, referring to the bad state of Courtenay Place. Referred to the Surveyor. From C. Gray, relative to Brougham Street. A discussion took place on this matter, and it was resolved that no more money should be spent on the street until the money promised towards its improvement he lodged with the Council. With reference to a letter from Major Heaphy, which was before the Council at the ■previous meeting, relative to covering a drain in the locality of his residence, the Surveyor reported that the work required would be solely for the benefit of tho public, and that the Council should bear tho whole of the cost, some £24. - REPORTS. - The report of tho Sanitary Committee was read and received, - consideration of it being postponed. The report of tho Committee on formation of streets, aud a letter conveying the opinion of the Attorney-General was read. The report suggested that the first steps to he

taken in the matter were to have a report of the works to be executed, and an estimate# of the cost of carrying them out. On the motion of Councillor Dransfield, seconded by Councillor Mills, it was resolved that the report of the Committee should be adopted. ' . . The report of the Committee on the Water Service was read as follows ; That all work executed in laying on water up to the street line of properties -he free of charge to the consumer, No five per cent, discount to he allowed, and in those cases where the serviceshaveheen paid for and discount allowed, a proportionate allowance to be made,, less the discount previously paid. The report was adopted without discussion. The report of the Inspector of Nuisances was then read. , . Councillor McKirdy opposed the adoption of the report, and moved a resolution, which was seconded by Councillor B.u rrett, to that effect. Both Councillors stated, with reference to a portion of the report, that they recently saw a Corporation cart carrying gravel to a private yard, and they thought the proceeding very improper and irregular. _ The Inspector, on obtaining permission, to explain the matter, stated that in the particular case referred to the Corporation cart had been engaged in taking away refuse from the yard, which was in so dirty a state that a large hollow was caused by the removal of the foul matter. The. proprietor wanted the gravel to fill it up with, and instead of the cart returning to the jilaco empty it brought gravel, for which 2s. per load was charged. The explanation was considered in every way satisfactory, and the motion opposing the adoption of tbe report was lost, only the mover and seconder voting for it. The appointment*of a Clerk to the Inspector of Nuisances, resolved on at a previous meeting, was confirmed, Councillor McKirdy being the only one to oppose it. Several minor matters were brought under the notice,of the Council by the Town Clerk, aud attended to. ACCOUNTS. A number of accounts were submitted and passed. . ' - This concluded the business before the meeting. Councillor Dransfield then, after a highly complimentary speech, moved the following resolution:—That the Council learn with'regret that, in consequence of Councillor Krull'a intended absence from the Colony, it is his intention not again to offer himself for re-elec-tion in Te Aro Ward.” Councillor McKirdy seconded the motion, speaking in highly eulogistic terms of Councillor Krull and his connection with tho Council. ■ # . Several other Councillors also spoke m a most complimentary strain of Councillor Krull’s connection with the Council. The resolution was carried unanimously, and placed-OJt-rooord-iit-'fclac-boolCS; 'Councillor Kbcll returned bis thanks in a suitable address. The Council then adjourned.
