Wellington, q, Rt —Seeing in the Gazette thai the Provincial Secretary will receive ajiplicaiions lor debentures to be issued by his Honor the Superiniendent, I wish you would inform me whether such debentures will be legal, as by the Constim ion Act the Provincial Council cannot regulate any of the cunent* coin, or the jpsue ■of any Bills, Notes, or oilier paper currency.-, A;debenture if 1 mistake not, is- an in&Tum-'nt in the nature of a bond or bill to eliarge Government. 1 remain. Sir, Your obedient Servant, A MONEY LENDER.'
