ISTHMUS OF PANAMA. [From the Alta California.]

The Panama Star of the 30th October says that on the 28tb, Genera] Jemenes, with his force arrived in that city, bringing ■ gang of about thirty prisoners whom he had "captured on the Chagres River and around Aspinwall and Gorgona. These constitute part of a band of robbers and murderers that have so long infested that region, and it ie very probable that some interesting information may be brought to light in the course of their trial. It is to be hoped that « strong guard will be kept round the prison, in order to prevent these culprits from escaping the sentence and execution of the law. Too much credit cannot be given to General Jemenes, for the active and efficient services he has rendered to the entire Province in capturing ibis band -of marauders, and we trust the *v- . thorities will be as prompt in performing their duties in this matter, as the General has been in discharging his part of the work. Another Earthquake in Chile, — From Lieutenant Gillis, United States Navy Commissioner, appointed to; make astronomical observations in Chile, who arrived from Chile in the last British steamer, we learn that a dreadful earthquake had been experienced in Valparaiso, tke night after the steamer sailed, full particulars of which we shall hear by the coming steamer. Mr. Gillis procured his information from Commodore McCaulley, of the frigate Earitan, which vessel sailed from Valparaiso two days after the steamer, and arrived in Callao as the Bogota was about taking her departure from tbat port for Panama, and as Mr. G. bad but a minute's interview with the Commodore, he was unable to procure the particulars of this sad calamity. We understaud that the final passage of the Jaw establishing tbe Federation of the Isthmus, has been adjourned until tbe next session of the (Jamara, when it will probably meet the universal consent of the Camaristas. We think it a pity that the law did not receive a final decision, either one way or the other, this session, at delays are dangerous in such cases. We observed that the flag of the Perufian Consul was not hoisted as usual last Sunday ; and, although we have not officially heard so, we understand, tbat the Consul had iutemionally withdrawn hie colours, on account of some difficulty with the authorities of Panama, of which we •hall probably know more before long.
