Affairs of the Rio de la Plata. — The New York Herald for Europe, of the 26th ult., contains the following intelligence, later by ten days than the last received by way of Rio Janeiro and Antwerp :—: — " We have received papers of the 30th Sept. from Monte Video. The news is not of great importance, except in relation to the affairs ot the Rio de la Plata. From all appearances it seems probable that an alliance will be formed between Brazil, Paraguay, the Banda Oriental, Corrientes, and Entre Rios, against Rosas, and compel him to retire beyond Parana, leaving the navigation of the river free. The latest accounts from Corrientes show that Madariga had joined the Rosas party, and that Urquiza was leagued with them, though our correspondent is of a different opinion. It was also rumoured that another revolution had broken out in Corrientes, against the brothers Madariga ; that, in consequence, the Paraguian army had approached to the frontiers, and another governor of the province had been appointed ,jg" Rio Janeiro, Oct. 2, 1846.— The English jacket Griffin arrived from Monte Video on the 30th, bringing important despatches respecting the River Plate, to go forward to England to-morrow in the Penguin. The contents are said, by good authority, to be as follows : — A proposition from the province of Paraguay to the English and French governments, to acknowledge their independence, in which case they will agree to furnish 30,000 troops to fight against Rosas. War between Brazil and Governor Rosas is considered by some as being nearly, if not quite ended. Should Paraguay assert her independence with the approval of England and France, some of the other provinces will soon follow her example, which will do more to settle the difficulties in the* River Plate than all the foreign forces that have as yet, or will probably be, sent by the intervening Powers."
