No Tender sent in shall be withdrawn or altered, and notice of those accepted shall be given within three days of the -time, of opening. In all cases where persons who have tendered, refuse to fulfil their offers upon light or frholcus excuses, it will be competent for the Undersigned to decline to receive Tenders from them at any future period.
