NEW CALEDONIA.

(From the Sydney Morning Herald , Aug. 23 J Major Sullivan, formerly a police magistrate at the River William, has published “ a Prospectus for forming a British colony on the island of New Caledonia, situated in the South Pacific Ocean, by a company under royal charter, without causing expense to the British Government,” of which we have been favoured with a copy.. There can be no doubt that it would be highly advantageous both to this colony and the mother country, were a British colony established in New Caledonia; and the recent intelligence that the French have taken possession of the Marquesas, renders such a step almost necessary. We are glad, therefore,

to sec that the attention of Major Sullivan has been attracted to this subject, and that he has reduced his opinions on the . matter to writing, and is circulating them in the shape o af pamphlet. The subject is one of very great importance, and well worthy the attention of the public. We shall take an early opportunity of giving a more detailed notice of the Major’s proposal, and in the mean time will observe, that the advantages he holds out, if his plans be adopted, are :

1. The formation of a colony, without putting the State to any expense.

2. The establishment of an important seaport in the direct line of communication to China and India, whenever the Atlantic and Pacific Oceans maybe joined at the Isthmus of Darien; and,

3. The provision, at the earliest stage of the colony, for the establishment of Representative Legislation and Municipal Corporations, so soon as the population shall have reached a given amount, and the endowment of scholastic and religious establishments. As it is in England that the company must be formed, the efficiency of the plan depends upon Major -Sullivan’s being provided with funds to enable him to proceed to England, to bring the matter before the monied public in such a way as to induce them to join the company.
