FORMATION OF THE ELECTORAL ROLL.
Tub Special Meeting of Justices of the Peace for the Districts of the City of Auckland, the Suburbs, the Pensioner Settlements, and the Northern and Southern Divisions, was held, according to notice, at the Resident Magistrate's Court on Wednesday last, for the purpose of hearing and determining objections to the list of registration claims, and forming the Roll of persons qualified to vote under the provisions of the Provincial Councils Oidinance. Thomas Beckham, Esq., Resident Magistrate, was Chairman, and the following Justices were present during the whole or a p;irt of the proceedings : — Captains Trovers and M Donald ; Messrs. J. A. Gilfillan, W. Connell, L. M'Luchhvn, W. I. Taylor, S. Kcmpthorne, and J. O'Neill (Alderman). Before the commencement of the business proceedings, Mr. Kennedy said he wished to able a question. Why had the circular for the meeting been addressed to him as a " Justice of the Peace for the City of Auckland ?" His duties were not limited to the City ; he was a Magistrate for the colony. The Resident Magistrate said that the circulars had been so addressed through inadvertence. But the form in which one Magistrate addressed another could have no eflect in limiting his jurisdiction. Mr. Kennedy was aware of that ; there was no power to limit his jurisdiction. The Resident Magistrate said the thing did not admit of argument. When Magistrates are Gazetted for one particular district, they have jurisdiction only within that district; when they are Gazetted for the whole Province, they have jurisdiction for the Province. The matter then dropped. The Chairman having stated the objects of the Meeting, the business whs proceeded with. Mr. O'Neill paid that the nauics of some persons whose registration claims had been sent in to the Police Office were omitted from tho Lists. The Resident Magistrate explained the modo in which the registration papers had been arranged and the care which had been exercised, showing that there was scarcely any possibility that such omission could have taken place if the claims had been sent in. It appeared on examination by the Clerks that tho names which Mr. O'Neill complained had been omitted, were actually duly entered on the very lists which he had himself formerly copied. The names of two persons recently deceased, — • viz. Robert Reid, and Thomas Graham — were removed from the Lists of the City and Suburbs respectively. In the former case, Mr. Council urged the importance on the ground of establishing a proper precedent that there should be legal evidence of the fact of death; this was snpplied by Dr. Lee, who had seen Reids body. Tho only objections of which notice had been duly given were in the Pensioner Settlements. These were investigated seriatim, Win. Smith appearing as the person who had signed the notices of objection ; Donald M'Kenzio, Chades Kane, and John Cleary as tbe persons who had served them ; and Alderman Mason, one of the candidates, as a general director of the procedure. The following names wore finally struck off* the Listfi for the Pensioner Settlements District : —
