Kacixg on the Public Roads. To the Editor of the ISTuw Zeaiaxdeb. Sik, — I witnessed a terrible accident on the Epsom Road on Sunday la^t, which was caused entirely by the perfectly unnecessary and useless galloping of two parties, one of them, the unfortunate sufferer, who will, to his last day, bear proof's of the sad accident, if his life even is spared. How many such accidents are constantly occurring, and nearly always caused by thib wild and heedless galloping. No wonder that good hordes arc knocked to pieces in a few years, when the proprietors have so little care for them. Humanity to a valuable animal should surely alone be a sufficient motive to prevent this abuse. But tin's is not the only evil, for the danger to human life is still a more serious one — and this would lead us to try if some check could not be put upon this evil practice. "Why should there not be a fine for racing on the public roads \ This might, in a certain measure, be a check : and, in case of a serious accident, might there not be a heavy deodand upon the horse, and also a fine upon any party implicated I I am convinced that it would be most desirable to dcvi&e some means by which such wanton proceedings could be put a stop to. — I am, &c, Old Practical.
