PARLIAMENTARY SUMMARY. [From the " Morning Herald," April 4.]
In the House of Lords last night, Ihe Duke of Richmond piesented a petition from the mayor and town cou'icil of Clncliester, complaining of tlio conduct of the Itev. Mr. Kemiolt, who had refuspfi to read the buii.il seivice over tlio body of 11 dissenting clergyman, and who had also refused to read the burial service over a woman who had committed suicide, although a coroner's jury had found that she was insane when she committed the net. All this was contiary to law, and if the reverend gentleman had conscientious scruples preventing him from acting- accouling to law, he ought to resign instead of acting in opposition to it. The Bishop of Cihciilsiek said the rev. gentleman was a most estimable man, but he would offer no eilenuation for his conduct in violating the law, except that he did so from conscientious motives. The Bishop of London, in the course of some observations upon the subject, intimated that it was not his intention to bring befoio the house dm ing the present session, either the Church Discipline Bill, or the Ecclesiastical Appeals Tribunals Bill. The |petition was ultimately ordered to lie on the table. The County Courts Extension Bill was passed through committee, and their lordships adjouied.
