and under and by virtue of all other powers and an*tlmrities enabling me in that brhalf, Do hereby proclaim and declare, that on the First day of April, 1851 . the rates of Postage now payable m the Culonv of New Zealand for the transmission, receipt, or delivery of Letter sha'l be abolished and repealed. Ami on a-id after the said First day of \pril. 1851, n Coloniil Rate of Postage nhall be charged and paid on aM Letters. passing through any Post Office in the Colony of New Zealand, or transmitted by post therein, by weight according to the following rale (that is to gay) :— , On every Letter not exceeding half an ounce in weight— Two Pence. On every Letter exceeding half an ounce in weight then the lum of Two Peace for every half ounce or fractional part of half an ounce according to the weight of such Letter. The Pontage on all Letters and Papers despatched from New Zealand to placet beyond the seal bhall be paid in this Colony All Letters and Papen having a Postage Stamp or Stamps ffixed thereto or enclosed in covers having u Postage Stamp or Stamps affixed thereto of such form as niay be prescribed by the Local Government, which shall not have been used before, and which shall be of the value or amount of the postage to which such Letters or Pa ( »er» would be respectively liable, nccording to i he i-cale hereiubefore provided shall pass by the Po<it free of postage. On all Letters sent by Post, on being redirected and ngaiii forwarded by the Post, there shall be charged and paid a new and distinct rate of postage for the redirection, in addition to all other rates of pontage payable theieon according to the sea und rate ol postage hereinbefore mentioned. | No Letter or Packet, exceeding sixteen ounces in weight, shall be for wattled by the Post, except Decdl, Law Proceedings, and Law Papers, and also except Letter* to and irum places beyond the sea*, and Letters to«and fioui the Governor, Leitari on the Public Sevice, or lo and from any of the Government Offices or Departments On all Deeris, Law proceeding and Law Papers, on nil Printed Votes and Pr ceedings of the Imperial Parliament and Periodical Publirations despatched by i he Post between pi ices in New Zealand, or bent to or received from the United Kingdom or any of Her Majesty's Colonies, there shall be charged and paid the rates of New Zealand Postage following, that is to say :— lt' not exceeding four ounces in weight, a rate of Two" Pence, and for every additional four ounce* in weight above four ounces there shall be charged and paid an additional rate of Two Peace. Printed Newspapers shall be conveyed by the Post free of postage, provided they oe sent without a cover or in a cover open al the sides, and theie be no writing thereon, or upon the cover of the same, except the name and address of the person to whom sent, and that no paper or thing be enoloied in or with any lueh paper. And every paper or packet which shall be contrary in »ny respect to the conditions hereby required to be observed, shall be charged with treble the duty of postage to which it would hare been liable as a letter. Printed Prices Current and Commercial Lists, not exceeding two ounces in weight, shall be forwarded through the Pout under the same regul,tioa» and privilege! as Newspapers. Non-Commissioned Officers, Captains' Stewards, Seamen, and Soldiers may send and receive Letters not exceeding half an ounce iv weight by the Post on tlieironn private concerns only, while tney are cm* ployed oa Her Majesty's service, at the rate of One P<nny for each letter. And with respect to letters tent or received by any such privileged persons, the (ollowlnt; conditions iImII be observed, that if to say,— the postage of each letter (unless aunt from parts b yond the sea*) Khali be paid on being put into the Post*nffice, and upon such Letter shall be subscribed the name of the writer, and his class or description in the vessel, regiment, corps, or detachment to which he belongs , and tigned by the officer having at the time the command of the resntl or of the regiment, corps or detachment to which the privileged person belongs. Whenever th« letters tent or received by any such privileged persons shall be sent from parts beyond the seas, without the said postage of one penny being prepaid, every such letter shall be charged to the party ■ exciting the same with a rate of twopence, and aoy letters received by 'he Post under this regulation, by -ny tuch privileged persons, which may have been redirected, shall not be charged with any postage for | such re directiou.
