The Navigation Laws.— On Tuesday the navigation laws came into foroe. The Act of last session (12 & 13 Viet., c. 29 ) has repealed itatutei and parts of statutes from the 37 Geo. 111. to the Bth and 9th Victoria. Some parts of this important law have already been noticed, and therefore the substance of the Act itself may be briefly stated. The coasting trade is to be confined to British vessels, and Britiih seamen are to be employed. Regarding reciprocity with other nations, her Majesty in Council may issue such orders to impose additional duties on foreign ships when our goods are not admitted, as may appear to her Majesty to countervail the disadvantages to which British trade or navigation is subjected by prohibition! and restrictions of other nations. The orders are to be published in the London Gazette, and to specify the esseli to which they apply. A new form of certificate of registry is prescribed for registering British shipping, as also a declaration to be made by the owners before vessels are registered. It is enacted, that if any goods be imported, exported, or carried coastwise contrary to this Act, all such goods shall be fortified, and the master of the ship in which the same are so imported, exported, or carried coastwise, shall forfeit the sum of 100, except where any other penalty is specially imposed by the Act.— Bristol, January I.— This being the day in which the new shipping law comes into operation, it had been currently reported that the shipping in the harbour, generally, would hoist their flag* at half-mait »a a signal of mourning •• for England's departed gloiy." So far, however, from the folly generally prevailing, but very few vessels were guilty of it, and those principally of » small class and connected with one firm.— lb» Convict Guards for Australia.— Circulars have been forwarded to the several staff districts for returns of pensioners who are disposed to volunteer their services to form Convict Guards for Australia. They are to assemble at Tilbury Fort, and one ship will be immediately despatched.— London News, Dec. 18.
