CALIFORNIA. LEGISLATIVE PROCEEDINGS. San Jose, Monday Feb. 18.
Messrs. Editors :—la the senate on Saturday the bill authirizing a loan of money oa the faith and credit of the state was under consideration the greater part of the day. Amendments were made to it, the most important of which was the increase of the amount of the loan from <57500,0 U to #1,000,000 dollars. The bill wai read the third time and pasted, Yeai, B,—Nays 5. In the assembly on Saturday, Mr. Stephens from the committee on commerce, reported a bill to provide for the collection of demands against vessels and boats, which passed^tlie second reading. Mr.Williams from the mileage of members. Mr. Brown offered a joint resolution concerning the compensation of the teg* iilature, which was read three times and pasted. The bill concerning the salaries of officers occupied the attention of the honscmost of the day. A joint resolution was offered and adopted, providing for the election ofn clerk of the supreme court ou Wednesday the 20th in st. In the house of assembly to-day, Mr. Crittenden from tho committee on the judiciary, reported a " bill to regulate proceedings in criminal cases ;" "an act concerning coroners ,"" an act to authorize the for. mation of limited partnerships," and"an net to divide the State into judicial district*;" all of|which passed the i second reading. The Bill providing for the liens of mechanics and others was taken up and referred ton select committee, with instructions. Mr. Cardwell introduced a joint resolution in relation to the pay of judges of the supreme court, whin was read the first time. The joint resolution of the senate concerning the appointment of members of the legislature to office was read three times and passed. The bill to provide for the Incorporation of cities, was amended injeommittee of the whole, and ordered to be en^ vjssed for a t'liid | reading. Mr. Ogier gave notice, that on Thursday Le would introduce a bill providing againtt the emigration to thia State of frco negroes. A resolution was offered and adopted, providing for a morning and afternoon session of the house, A communication was read from the Hon. J. W. Van Benschotrn and the Hon. R. W. Heath, resigning (heir seats as members of the Assembly from the district of San Joaquin; also from John H. Watson, member from San Francisco, the latter to continue in his seat until his successor is elected and qualified.— Alta, California.
