LABUAN.
We have intelligence, by way of Singapore, to 3rd of November. Labuan continue? quite healthy, and although there are a number of Chinese living on the plain there is no sickness amongst them. Accounts fiom Sarawak to the 2nd mention that the pirates of Kanawit had sent envoys to assure Sir James Brooke that they will never again go out on piratical excursions.—Captain M'Cflslull, commandant jit Labuan, had been placed under aireit by the government, under the following circumstances : — On the lOth September, Captain M'Caskiil addressed a. communication to the Secretary of the Lnbutn government, stating that he had been directed to proceed to Singapore en court martial duty, and requesting to bepiovided with apas-i sage. This bein^ laid before the lieuteu.mt-governor, it was objected that Captain M. had not applied for leave of absence. This brought a second communication from Capt. M., in which the secretary was requested to report to the Labuan government that he had been ordered to proceed to Singapore, and to submit his former application for a passage. In reply, Captain M. was in'ovmed that the Lieutenant-Gover-nor did not consider him amenable to orders from Madras, and that it was not competent for him to leave his command without the permission of the Labuan Government. On (he 16th of the Same month (Capt. M'Caskiil having proceeded in the interval to make his arrangements for his departure by the schooner Potia, then in the roads) a further com] unication was received fiom C-ipt. M'Caikiil, addressed to the secretary, in which he intimated that, with all due deference to the local government, the orders of the commander-in-chief ot the Madras army must be obeyed, and (hat he intended to proceed next day to Singapore in pursuance thereof, having made over the command to the next senior officer. The following day Captain M. accordingly left his quarters to carry his intentions into effect, and was in the act of going on board ship, when he was put under arrest. On the 29th of (he month, Captain M. w, a released from arrest, and directed to return to the sxercise of his duty, pending reference of the whole question to the consideration of Her Mijesiy's government iv England. — Examiner.
