CALIFORNIA. MOVEMENT OF THE PEOPLE OF SAN DIEGO. (From the Alia California, July 26.)
A aooDLY number of the people of San Diego and vicinity, in accordance with a general public invitation, met on the Piaza on the evening of the 3rd instant, »o ndopt such meaiuret at tbey considered proper to have (hit district repreiented in the convention to frame a coiiititution and organize a State Government for Catifornia, oallad to bt held at Monterey on the Ist of September ueit. Don Miguel de Pedroreno being called to preside, H, H. Robinson «ii appointed Se» cretary, wb^n the meeting procraled to select a com% inittea of three person* to report resolutions that should ei press the aenso of the people of this district. Col. John B. Welter, Don Miguel do Pedroreno, and I. H. Peoples constituted said body, and after a brief delay reported the following :— Whereas, by the treaty of Guadalups Hidalgo, dated 30th May, 1848, the territory of Upper California was ceded to the Government of the United States, and now constitutes a component part of the Ameri.an Union, giving to the people all the rights of citiiens residing within the territory of the United States ; And whereas Congress adjourned without pasting; any law for the better gOTermnmt of California, rendered important by the sudden increase of its population and the corresponding change in the habits of its peopln : And whereas, the sovereignty is vested in the people, who have at all times a clear and indisputable right to change, alter, or abolish their existing government whenever they may deem it necessary: therefore, Resolvrd, That we recognise the principle as well settled, by the law of nations as we'l aa the treaty, that all laws in force prior to tho recent war (not inconsistent with the laws of the United Stttea) are now in force, and that we will use all proper means to maintain the existing government until rrguUrly superseded by the action of Cougrets, or of the people, in the exercise, of their sorereignty. Resolved, That in order to secure to ourselves and posterity the blessings of civil and political liberty, it is indispensable that a convention, freely chosen by the people, should assemble, at as early a day as practicable, to form a constitution,, preparatory^ admission as a S, tate into the American confederacy. Resolved,. That we approve of the proposition of Governor Uiley to hold a convention at Monterey on the lit .September Belt, and will talc* the necessary, step* to be represented in that body. Resolved, That a committee of three bo appointed to tdviss the residents of this district now abient, of the proceedings of this meeting^ and to adopt such measures as may be necessary to hold a special election on the Ist of Auguat at this place and San Juan Capistrano, to elect fi v« delegates to give whatever number of votes in aaid convention may be agreed upon at the proper proportion for this district. These resolutions being inanimoasly adopted the meeting selected Don Pedroreno, Don Bandiini, and Dop Msrroq aa the committee. On motion, it was Resolved, That copies of tlieia proccediugs be fur-

Rexolved further, That whtn thin meeting adjourn it will be to meet again nt this place on the Sa'urduy cTening preceding the Ist of August. The meeting then adjourned.
