Gentlemen,— Enclosed I hand you for publication, a circular irom the Mtijor General Comminding in California, which I reccired by the " Despatch' yesterday. It will bs ieen that no Ports ot Entry hate as yet been established by the Government of the United Statet in California ; and that therefore it is only by ft temporary arrangement that foreign ihijis are permitted to land their cargoei.
With reference to such ships '(bound hence to San Franci'co) as liave their cargoes already on board, I have no doubt the revenue laws will be waived in their favour (if furnMied with proper certificates) unleis orders to the contrary shall have been received from Washington previous to their arrival ; but no hope can be held out of similar favourable terrat being pxtended to subsequent shipments, until after the definite action of Congress, which cannot be known here in less iliau a year's time.
