GENEVA, March 25, Rcsuming the discussion on the British and French draft disarma-' ment conventions, the Swedish representative advocated. a reduction in reserves and war material as well as peace time effectives. • Mr Chu said China was in the transition stage. Personally he was confident that when the country had settled down it would not exceed the limits agreed^to by the Convention. He declared that China would co-operate cordially in efforts towards disarmament, even the total abolition of armaments if that were possible. M. Brouckere urged that . the whole discussion should. be publiic so that people would know the reason why jf the Cominission had failed. Viscount Cecil interviewed said the progress made had exceeded expectations though the most difficult problems still remained to bei settled. Twenty ^nations represented were unanimous upon the desirability of some sort of convention which marked a surprising advance over last year's unhappy situation. He believed the French and British view points could somehow be harmbnised though agreement at present looked impossible. Discussing naval limitation he emphasised that Britain would not take any st$ps towards disarmament without the fullest consultation with the Domin- 1 ions, and in addition they would be | represented eventually on the Dis- j armament Conference. So far as the j Navy was concerned Britain re- i garded the Empire as a unity, and : naval ratios must ge deteimined ac- ; cordingly. "
