AN INTERESTING MANIFESTO.
SHANGHAI, March 23. Paiichingshi, commanding the Southerners at Shanghai, who is also Chiang-kai-shek's chief of staff in a manifesto addressed to the Chinese people says, inter alia:"For eighty vears the Imperiali' j under the protection of uneqi [ treaties reduced China to vassaln . ialists were . plentifully supplied with rifles and guns with which they have waged war' for the past fifteen years. On the one hand foreign Imperialists checked the development of Chinese education and industries; on the other hand they secured for themselves special pri— vileges; but the Chinese are now awakened, and Shanghai, tlie greatest commercial centre in -the Far East will become, not only a strong base for the Chinese Nationalism but for the world revolution. The people must distinguish between, attapking Imperial ism and foreigners. They must not insult foreigners or destroy their property."/,;." He urges arhitration to avoid strikes, and deprecates exorbitant demands by workers which will result in the closing of the factories altogether.
